WHETHER TECHNICAL DIPLOMA WITH TRAINING IN RAILWAYS EQUALS TO B.TECH?

Dear Engineers',

A letter was drafted and submitted to Railway Board requesting grant of M.Tech Degree to those officers who possess B.Tech after two years of training in IRICEN/Pune since the officers are given rigorous training in various perspectives of Railway system. This training can be equated to two years of course study of M.Tech. It is an applauded suggestion. Meanwhile, similar training is being given to Group C Rail Engineers also before joining the Railway's stream.

Such is the case, One/Two years of training to Group C engineers shall also be equated and considered as B.Tech. Group C Rail Engineers are being trained in various facades of Railways.

Course Material during training: Engineering/Mechanical/Electrical/S&T Codes, Manuals of various kinds and voluminous in nature are mandate. Each Branch contains at least 10 to 12 Manuals each and to be read as Bhagavatgita. In addition, following manuals and Codes are essential to execute their jobs.

1. Establishment Matters - Establishment Code, Establish Manuals Vol-I & II, Establishment Circulars issued from time to time, Worksman Compensation Act, Payment of Wages Act, Hours of Employment and Periods of Rest, Conduct Rules, Pass Rules, 
2. Stores Matters-Stores Code, Stores Manual, Stock Verification Manual, Maintenance of DMTR, Ledgers
3. Interface management with various Departments- Obtaining traffic blocks/Power blocks through Operating Department, Preparation of wage bills etc., through Personnel Branch, joint inspections with State Government Departments
4. Safety Matters
5. Discipline and Appeal Matters
6.Maintenance of Railway Assets in accordance with various Codes, Manuals etc.
7. Schedules of Inspections and compliance to those inspections.

The above are only a few to name. During the training, each Engineer is studying more than 40 to 50 subjects and attending an exam at the last. Hence, we feel it is deserved for Diploma Engineers to be granted with B.Tech (Railway Engineering) Degree. At least, if it is not admissible to all Diploma Engineers, for those who put up minimum 15 years of service, shall be granted with B.Tech (Railway Engineering) in respective branches.

  1. Diploma engineers should be granted B. Tech and also degree engineers joining as SSE should also be given M.Tech. Because, the minimum qualification for both SSE & UPSE engineer is same and also working system is more or less equal. Even SSE gives training to an UPSE engineer during his probation period.
    We will continue our struglle to get justice.

    1. Diploma Engineers with training period deserve B.Tech and after 5 years service should be eligible for MBA also. No other cader in government service deal and manage so many activities incuding HR as in Railway field units.Stores management, planning, execution and even paper less on line management system also.
      No body deserves it better than Railway Engineers.

    No doubt at all for the issue raised whether diploma + experience = Btech. The justification for the cause is simple & self explanatory.

    Diploma & Btech courses offer the same content, only extension is that Btech has more of a managerial skill whereas Diploma has more of Supervisory skill. But with a few years of experience a diploma holder gets automatically upgraded to higher skills.

    The pretty example of this is shown in the ads of Employment news papers preferring something. like this..Btech with 2 yrs experience or Diploma with 5 yrs experience.

    This I M seeing since last 30 years in any column of employment notice. When such is the case wherein major competitive industries recruit people with such qualifications + experience, why can't the Government understand this Logic, I fail to understand.

    Gone are bygones at least now let the government of today wake up to the realities & bring about certain changes in these segments..

    Wish the generations of today understand the hard realities & support the cause.

  3. Yes, I too support granting B.Tech to Diploma Engineers who are having proper field exposure..

  4. As btech IRSE is equalised to mtech after training why not diploma is equalised by one year training in railways. I agree with our joint secretary general as he is having both diploma & Amie in his hands. Reason is that he says that we are of one cadre in railways & we must be united too. My dear engineers please understand this.

    Experience & training play very important role in working outputs as well as management. Diploma engineers , who worked at least 03- 05 years in the field must be granted *B* tech.
