Mass Dharna

I thank all the Rail Engineers who participated and who supported from the green rooms in the Mass Dharna held on 15.12.11 in front of Rail Nilayam as per the call of AIREF. It is very happy that a great applaud has come from all fronts that the engineers' have came on to a common platform realizing the injustice done to the cadre. Around 200 engineers from all the four engineering departments of the Railway viz., Civil, Mechanical, Electrical and S&T have participated in this Dharna and expressed their dissatisfaction about the anti-engineer steps taken by the Railway administration and the deaf ear paid by the Railway Ministry. The Dharna was presided over by Er.A.Kannan as scheduled. Engineers from Vijayawada, Nanded, Guntur, Secunderabad, Hyderabad and Guntakal divisions have participated under the respective banners of their divisions. Er.R.Satyam, Er.R.V.Rama Rao, Er.K.Chandrasekhar Rao, Er. Rajasekhar and other engineers from all branches have addressed the engineers gathered and interacted to elevate the injustice to the rail engineers. In the evening, a memorandum was issued to Addl.General Manager Sri R.Vijayamohan as General Manager was on line. AGM has thoroughly read the memorandum given by the delegates. Er. Viswanadham have explained point by point about the irregularities in fixation of pay scales, non-implementation of the recommendations of DOPT, social injustice among the railway employees etc. AGM accepted that the cadre was ignored by the pay commissions and not properly represented. AGM assured that the plea of Rail Engineers will be forwarded to the Railway Minister. Print media also interacted with the General Secretary and President of SCREA and in detail inquired about the injustice done by the Railway administration.

     I believe that, if the same tempo will be maintained by all rail engineers, it is not far to get our justified demands.

Temporary body for Hyderabad Division

on 27-11-2011, subordinate engineers of Hyderabad division have gathered to elect division office bearers of Hyderabad Division. Due to unscheduled line blocks and due to inordinate delay in train services, only few engineers could able to attend the meeting. Around 20 engineers have attended the meeting conducted in the premises of the office of SSE/P.Way/KCG.  Burning problems of engineers and discrimination was discussed in the meeting and the need for unity among the engineers was highlighted.

A temporary division body was proposed by the gathered engineers till such time the General Elections were conducted and to gear up for the Dharna on 15th December. Er.B.G.K.Murthy, SSE/P.Way/KCG was proposed and unanimously kept as Advisor for the Division body. The following engineers were proposed and supported as the office bearers of HYB division.

One post of vice President (Mech) and Addl.Divn.Secy (Mech) are yet to be filled up. As the mechanical engineers were busily engaged in train certification duties, they could not attend the meeting and through phone they have communicated their support.
All the office bearers pledged that they shall dedicate their energies in making the organization strong and fight for the genuine cause.

All of you are aware that a Swabhiman-Samman Rally was conducted in New Delhi. Unfortunately the response from the Rail Mantralay is very poor and the ears of big bosses are deaf against the pleas of subordinate engineers. The reason may also be the feable voice of engineers. Every Rail Engineer should remember that the situation is NOW OR NEVER. Even at this juncture, if engineers do not raise their voice, they would not have any voice for the future. It is our dire need now to SHOUT so that the wax from the ears of Big Bosses should come out. 

Even mother will never put in your plate unless you claim that you are hungry. Unfortunately, here there is not mother, but step mother is in place. You can imagine how hard is to get a loaf of bread. Our step brothers and sisters are getting HYDERABADI DUM BIRYANI and we are struggling hard to get even AMBALI. Even though DOPT gave circular to treat the engineers with GP4200 and above as Gazetted, Ministry of Rlys is not implementing the same and treating them as Technical Khalasis.

To get rid of these ambiguities, mass dharnas are planned infront of all Zonal Headquarters on 15th December 2011 and to submit memoranda to all General Managers for further transmission to Railway Ministry and administration. The Dharna is proposed from 10.00 hrs to 17.00 hrs., of 15.12.2011 and all Rail Engineers are requested to participate enmass to show our strength.

Division Elections of GTL division

Dear Engineers
All of you are aware that meeting was proposed and conducted in GTL on 06-11-2011. The meeting was conducted as scheduled and aroung 80 engineers from all the four departments have attended. Er.D.V.Subrahmanyam, Sr.DEN/Co-ord/GTL has attended the function as chief guest and addressed the gathered engineers. Er.A.Kannan highlighted the formation of SCREA and affiliation to AIREF. Er.Viswanadham explained the gathered engineers about the formation of SCREA, injustice done to cadre of Subordinate engineers in Railway, need for formation of Division level chapters of SCREA and the unity among the engineers. Volunteers are invited to act as office bearers for the Guntakal division till such time full pledged elections are conducted. Er.Hussaini, SSE/Drg was nominated as Divisional Secretary, Er.J.Srinivasulu, SFC/C&W as Vice President, Er.Ravi Babu, JE/P.Way as Vice President,  Er.J.Sudhakar, SSE/C&W as Auditor, Er.Muthuvaratha Raj, SSE/PWay and Er.Anbanandam, SSE/Works as Advisors, Er.Krishna Murthy, JE/Sig as Vice President, Er.R.Thirumala Rao, SSE/TM as Addl.Secy, and Er.Rajamani, SSE/EDPM are nominated as Office Bearers. All the members have promised that the need of the unity among engineers will be ensured.

Engineers' meet at Guntakal

Dear SCREANs

It is proposed to conduct a meeting of South Central Railway Engineers' Association at Engineering Training Centre, near Diesel Training Centre, Guntakal on 06.11.2011 from 10.00 hrs., to 13.00 hrs. The issues pertaining to status of pay, workload, injustice made during paycommissions etc., to Subordinate Engineers of Railway are being discussed during the meeting. All Subordinate Engineers' of Guntakal division are requested to motivate and mobilize Rail Engineers enmass to the meeting. It is requested all Rail Engineers' to share their opinions on the injustice made during Pay Commissions and in the promotions.

It is also proposed to formulate the Guntakal Division Committee of SCREA. Rail Engineers' from Engineering, Mechanical, S&T  and Electrical branches are requested to nominate their representatives to the Division Committee. Nomination forms duly signed by candidate and First and Second supporters may be submitted to Er.A.Kannan, President/SCREA or Er.Viswanadh, GS/SCREA.

"Come.....Let us strengthen ourselves and fight for our own cause. Unless we rise our voice, we can achieve nothing and ultimately we will be thumped down."

Engineers' Day 2011

Our sincere thanks to every one who attended the Engineers' Day Celebrations at Headquarters and at Divisions. 
On 15-9-2011, Rail Engineers of Rail Nilayam, Secunderabad and Hyderabad divisions gathered at Roof Top Auditorium, Sanchalan Bhavan, Secunderabad. Sr.DENs/West,North and South, Sr.DSO and DENs/Track and Bridges of Secunderabad division  have attended the function and gave their wishes to all the gathered SCREANs and wished that the SCREA should keep its pace ahead in achieving the demands of Rail Engineers. On the occasion, gathered engineers garlanded the photo of Sri Mokshagundam Visvesvaraya, an eminent engineer of India on whose birth anniversary Engineers' day is being celebrated every year. Er.Kannan, Er.Viswanadham, Er.Chandrasekhar and Er.Baig addressed the gathering. A paper was presented on the Role of Rail Engineers in the Modernization of Track.  Er.A.K.Tyagi, Secretary Genl/AIREF and Er.Bobin Mohanty, GS/ECoREA sent their wishes to all the Rail Engineers of SCR on the auspicious day. Er.A.K.Tyagi in his message requested all Rail Engineers to participate in the mass rally being conducted on 16th and 17th October at New Delhi to show the unity of Engineers before the Railway administration to achieve our reasonable demand.

Engineers' Day Celebrations 2011

All of us are aware that the Birth Anniversay of Sri Mokshagundam Visveswaraya, an eminent engineer of India is being celebrated as Engineers' Day all over. It is an immense pleasure for me to announce that SCREA is celebrating the 150th Birth Anniversary of Sri Mokshagundam Visveswaraya, on 15-9-2011 from 16.00 Hrs., to 17.00 Hrs., at the roof top Auditorium on Sanchalan Bhavan, Secunderabad. On behalf of the South Central Railway Engineers' Association, I invite all Rail Engineers to attend the function and make it a grand success.  During the celebrations, Rail Engineers are invited to present a paper on the ROLE OF ENGINEERS TOWARDS MODERNIZATION OF RAILWAYS. All interested engineers can submit their papers at least an hour in advance, so as to plan the programme accordingly. 

Please motivate and mobilize all Rail Engineers to show our unity and strength.

Executive committee meeting

Dear Engineers
As scheduled, Zonal Executive committee meeting was held on 20.4.11. Items of agenda were discussed as proposed. Members have conveyed their wishes to Er.K.V.Ramana and wished that he shall face success at every pace of his new assignment. Er.K.Chandrasekhara Rao, SSE/Electrical was co-opted as Addl General Secretary/SCREA in place of Er.K.V.Ramana. Er.K.Sudhakar proposed the name of Er.K.Chandrasekhara Rao which was seconded by Er.M.S.A.Baig. It was decided that Er.A.Kannan, Er.K.L.V.S, Er.B.B.Sharma and Er.Sanjay Srivastav shall proceed to Bhopal to attend the CEC and AGC.

Branch Executive Committee Meeting

Dear SCREAns
An executive committee meeting is proposed on 20.04.2011 (Wednesday) evening at 17.30 hrs., in the lawns of Rail Nilayam, opposite to Reservation extension counter to facilitate Sri K.Venkata Ramana, SSE/C&W and Additional General Secretary/ SCREA, who has been promoted to Group B through GDCE. As a token of gratitude for the motivation given by him and to the services rendered by him for SCREA for the past one year, we shall bid him a honourable farewell. Meanwhile, the gap created by the promotion of Er.Venkata Ramana should be bridged by an appropriate replacement. Er.K.Chandra Sekhara Rao, SSE/ Electrical (ex.VI/Elec) is the appropriate person and can shoulder the responsibilities equally with Er.Ramana. Hence it is proposed to co-opt Sri K.Chandra Sekhara Rao (Rly.KCR) as Additional General Secretary of SCREA. All are requested to attend the meeting certain.

Depleting motivation

Dear SCREANs

I am appearing before you all after a long time through this blog. Reason is very simple. Lack of encouragement....Yes ! Though hard to say and bitter to hear, it is true. All of you are aware that an association cannot be run with a fistful of people. It requires bunch of fists joined together to achieve a goal and with a commitment. Unfortunately, the cadre of engineers' is failing every time due to lack of commitment. I do not blame any one for this failure but all are culpable. When one anticipates a loam of bread to eat, he should contribute right from ploughing the land to baking. Unfortunately, without any contribution we are cursing someone for not serving the bread.

All of you are aware that SCREA is formed a year back. Formally we have nominated central body and elections were conducted in BZA and GNT divisions. The start was with a great gallop. Later, the run has become crawling and about to come to a stop. This is very pathetic. Even after lapse of this time, initiation was not taken to form the division bodies from SC, GTL,HYB,NED. Construction organization have nominated a body for the time being.

Our brother engineer and Genl Secretary/ECoR, Er.Bobin Mohanty is giving us motivation at every minute and keeping our hopes alive that definitely our engineers of SCR will come forward and join hands to strengthen our association. We humbly request all our engineers to keep their promise made at the inaugural celebrations. "Every member engineer of the association shall motivate at least another two engineers and strengthen our association".

AIREF is planning to conduct Annual General Council Meeting on 22nd and 23rd of this month. Interested members may kindly forward their names to Er.Kannan or Viswanadham for further intimation to Er.Tyagi for arrangements. Atleast One engineer from each department apart from GS and President of SCREA shall attend the meeting to extend our support.

Also we are due to conduct our Annual General Body Meeting as we have completed One year. Before that, we should form all divisional bodies in place of nominated bodies and the division bodies should elect the Zonal Body. I request cooperation of all the members to expedite these formalities at the earliest. You are all aware that our's is a registered body and governs by Rules and regulations. 

Dear engineers, further we request all of you to enroll as members of the association. As you are all aware that we shall have to pay Affiliation fee and membership fee to AIREF and we are long due to pay that. All the active members who obtained membership books and collected membership fee may kindly be remitted urgently. Already financial year was over and new year is started. An account on the name of SCREA is opened with Andhra Bank, Marredpally Branch, Secunderabad. Members in possession of Books may please submit the statement of accounts with clear details of funds collected, expenditure made with purpose of expenditure, either to Er.A.Kannan, Er.K.L.V.S.Viswanadham or any Zonal office bearer with an intimation to President/Genl Secretary at the earliest.

As per Secretary General Er.Tyagi, AIREF delegates met Hon'ble MR Ms.Mamata Banerjee yesterday at Railway Board to thank her for granting 1st Class Pass to JEs and also submitted representation on the pending issues in Railway Board.

Khudos to Engineers' Unity. We can proudly say that the issue of 1st class pass to JEs was rised by us only. Though it took considerable time to echo the voices, ultimately it reached the right ears and fulfilled the demand. Let us strengthen the unity and let our desires fulfilled.

On the eve of New Year, office bearers of SCREA greeted GM/SCR, DRMs of SC and HYB division and PHODs for a happy and Prosperous New Year. All of you might be enjoying the achievement of Engineers' in getting AC Pass for all Engineers. Though this is being claimed as the achievement of recognized trade unions, the fact is known to every Railwaymen that the demand was initially floated by Rail Engineers and heavens are moved to achieve this. It is not far and difficult to achieve all our demands if the same tempo and unity is shown. On this New Year we wish that all of us join hands and strengthen our Association.
