Representation submitted to General Manager/SCR

Dear Engineers !

On 30.12.2009, esteemed General Manager of SCR Sri Jayant  gave appointment to representatives of our SCREA  who went to appraise the formation of SCREA and its aims. Our GM received the office bearers of SCREA very cordially and thoroughly read the representation given by SCREA. After scrutinizing the memorandum, he enquired of pay scales of Group'C' Engineers during IV-CPC, V-CPC and after implementation of VI-CPC. After observing the disparity, immediately Hon'ble GM called CPO/SC Sri Manoj Pandey and asked him to prepare a letter to Rly., Board duly recommending the need for justification in elevation of status of Group 'C' engineers, being the core force in running of the trains. He conveyed his best wishes and expressed his wish that SCREA and AIREF should flourish. GM assured that any genuine grievances projected through SCREA will be taken care of and justification will be done.

On 31.12.2009, office bearers of SCREA met PHODs of Engineering, Signal and Telecommunication, Electrical and Construction.  All the HODs received the representatives cordially and conveyed their best wishes to go ahead with the activities of SCREA. As CME is retiring on 31.12.09, memorandum will be submitted to CME on 04.01.2010.

Delhi meet




Dear Rail Engineers



A mass Dharna is organized on 18-12-2009 at New Delhi under the able leadership of All India Railway Engineers’ Federation, as scheduled, to highlight the anomalies of the 6 CPC to the cadre of Rail Engineers under the dexterous leadership of Er.A.K.Tyagi and Er.R.K.Singh. All Zonal Railway Engineers’ Associations and Production Unit Engineers’ Associations affiliated to AIREF participated in the Dharna to achieve our rights. Along with Rail Engineers, Engineers from All India Federation of Diploma Engineers participated in the demonstration and extended their support in achieving the goals.  As the social and economic status of all Group-C Engineers is being treated alike, All India Federation of Diploma Engineers’ formed a common platform to represent the grievances of All India Engineers.



            The displeasure conveyed by protest for three days viz., 16,17 and 18th of December from a dais at Jantar-Mantar, New Delhi. On 18th, Sri Mukul Roy, Minister of State, Sri Kamal Kishore, Sri P.L.Punia and Dr.Sri Bohla Singh, Members of Parliament addressed all Rail Engineers and promised to raise their voice in Parliament to render justice to Rail Engineers. Also Hon’ble minister assured that the issue will be discussed with Hon’ble Railway Minister Ms.Mamata Benerjee and see that favourable action is initiated.



            At the end of the Dharna, a procession was lead to Parliament under the leadership of Er.Tyagi and Er.R.K.Singh. The procession was stopped at the Sansad Marg and 5 engineers were allowed to meet Hon’ble Prime Minister, Finance Minister, Railway Minister and Minister of Human Resources.  Er.A.K.Tyagi, Er.R.K.Singh from Railways along with other three Engineers from AIFODE met PM, FM, MR and MoHR and submitted the memoranda. All the hon’ble ministers responded favorably and promised to peruse the issue.



            Delegates from ECoREA, NREA, NCREA, NFREA, SREA, SCREA, Integral Engineers’ Association (ICF/Perambur), WREA, Rail Coach Factory/Kapurtala are a few to name participated in Dharna from Indian Railways.



            AIFODE, JE s Association/Delhi Nagar Nigam, J&K DEA, P&T Direct Recruit Engineers Assn, Chattisgarh Diploma Engineers’ Association are few to name the other Engineers’ associations supported the demands of Rail Engineers.

KICK OF MEETING OF 'SCREA'

DEAR ENGINEERS !
Thank you for the enormous response given by you and for realizing the fact of our fate in the future.
After the initial meet on 30.11.2009, we proposed a Kick Off meet of the organization on 12.12.2009 at Railway Institute, Bhoiguda, Secunderabad.
After the initial meet, the aim of the Association was appraised in brief to as many the members as possible in the Zone through SMS service. Engineers of SCR responded in a quite positive way and forwarded the message in a chain. Each Engineer passed the message at least to another 3 to 4 engineers and within a very short time, formation of our SCREA was spread to every Engineer and many engineers conveyed their strong support through telephone, SMS etc., to the temporary office bearers.
It is proposed to elect permanent office bearers at Zonal Level and Division Levels during the Kickoff meet on 12.12.2009. All the Engineers of the Zone are requested to attend and reinforce our Association along with selection our representatives.
Also it is requested to Engineers of SCR to participate as many numbers as possible to represent our strength and also to extend our support to the Indian Railway Engineers' Federation on the mass rally being organized on 18.12.2009, at Zantar Mantar/New Delhi.

Meeting with Secunderbad Divn Representatives

After inaugural meeting in the Lawns of Rail Nilayam, on 01.12.2009 a get together was conducted near office of SSE-Works-SC. Around 22 engineers from Engineering, Mechanical, Signal&Tele, Electrical disciplines are assembled and discussed about the future course of action. A decision was taken to conduct Second meeting of SCREA on 12.12.2009 at Railway Institute, Bhoiguda to have a detailed discussion about the election of Zonal and Divisional office bearers, Formation of bye laws, Registration of the Organization and affiliation to AIREF, Membership etc. A message was sent through SMS to all the engineers whose mobile numbers are available and requested them to pass on the message to co-engineers so that the message reaches all the engineers over the SCR. All the engineers are requested that a chain shall be formed in this context. "EACH ENGINEER SHOULD INCULCATE THE NEED OF "ENGINEERS' UNITY" IN ATLEAST ANOTHER TWO ENGINEERS." This obviously motivates all engineers and brings them together.

Formation of SCREA

Dear Rail Engineers !

With the encouragement given by you all, the inaugural meeting of “South Central Railway Engineers Association (SCREA)” was conducted on 30th November 2009 in the lawns of Rail Nilayam from 13.30 hrs, to 14.30 hrs, with its main motto to uplift all Rail engineers. About 85 engineers from Civil Engineering, Mechanical Engineering, Signal & Telecommunication Engineering, Electrical Engineering and Construction Organization have attended the meet and made it a grand launch.

Dear Engineers! Let us put a question ourselves. ‘Is it necessary to form an association for Rail Engineers separately?’ Yes. It is a high time. All of you are aware how the cadre of Rail Engineers is down trodden for decades. When takes a glance, no railway engineer is less than any business manager with an MBA. Every railway engineer is undertaking several managerial tasks in his daily duties. He is a material manager, manpower manager, and an interface manager apart from good event planner and executor for safe run of trains. In other professions, employee will undertake one job at a time. But, a Rail Engineer will handle multidisciplinary tasks at the same time under intense stress and successfully completes the mission without appreciation.

In the past 3 Central Pay Commissions, cadre of Rail Engineers was totally ignored at all stages while non-technical and non-safety cadres with limited hours of duty under stress free conditions was given due consideration. The only reason is, there was no strong association to represent our Rail Engineers. As our elders say, “unless you ask, even your mother do not feed”. In the same fashion, as Rail Engineers are not demanding, none are bothered. Even at this juncture, if we do not wake up, we will be simply drilled to core and expunge us for all considerations.

These said conditions forced for formation of “South Central Railway Engineers Association” under the able guidance of All India Railway Engineers Federation which is fighting for Rail Engineers with other 12 Zonal Railway Associations as members of the Federation.

A temporary body was elected on 30-11-2009 with the following fellow Engineers as its members to progress ahead with our further activities.

Second meeting will be planned soon to elect remaining office bearers and to chalk an action plan for the activities to be taken up by the association apart from nomination of Division charters of the association.

Basic aims and objects of the association:

1. Improvement of career prospects by projecting factual working conditions and the constraints compared to other categories of the Railways before competent forum to attain justification.

2. Fight for proper social status on par with other engineers of Central Government and Public Sector Units.

3. Safeguard the rights and privileges of all Rail Engineers.

4. Career guidance by utilizing advanced technological methods.

5. Extension of moral support to rail engineers during times of distress.

Let all Rail Engineers take an oath that, “all of us will be united to safeguard our cadre and fight for a good cause for betterment of our status”.
