Minutes of meeting of Engineers Association of South Central Railway

 

Date:               12th December 2009

Place : Railway Institute (Senior Institute), Bhoiguda, Secunderabad.

Time : 11.00 hrs., to 14.00 hrs.

 

1.0  Around 300 engineers from cadres of Junior Engineers, Section Engineers and Sr.Section Engineers from Civil Engineering, Mechanical Engineers, Electrical Engineering and Signal and Telecommunication Engineering departments of  Open line as well as construction organizations of South Central Railway are gathered at Railway Institute, Bhoiguda, Secunderabad.

 

2.0  Sri Venkata Ramana, SSE/Works/SC invited veteran Sr.Section Engineers from Civil, Mechanical, Electrical and S&T departments from the gathered engineers as chair persons of the meeting.

 

3.0  Sri K.Venkata Ramana, SSE/WS/CME(OL)/HQRS addressed the attended engineers on the cause of the gathering and invited Sri K.L.V.S.Viswanadham, SE/P.Way/ PCE(OL)/Hqrs to appraise the activities of All India Railway Engineers’ Federation and need for formation of Engineers’ Association at Zonal Level.

 

4.0  Sri K.L.V.S.Viswanadham, SE/P.Way/PCE(OL), explained the following points through a power point presentation.

 

o      How Rail Engineers are parting from family, social and global relations due to the responsibilities they are shouldering.

o      The responsibilities shouldered by Rail Engineers were compared with the managerial skills of an MBA acquired employee.

o      The growth in pay scales of other categories vis-à-vis Rail Engineers during V and VI pay commissions was shown in tabular form as well as in a bar graph during power point presentation.

o      The cadre of Engineers with similar designations in other Central Govt., and PSUs was compared with Rail Engineers.

o      Enlightened the recommendations of Justice Khanna Committee to ban supervisors from joining labour organizations and highlighted associations set up by other cadres of Railway such as Station Masters’ association, Guards’ council, Loco Running Staff Association, Ministerial staff association, RPF association etc.

o      Analyzed the reasons for failure of organizations like DEAR, EAIR etc., formed hitherto.

o      Approval of the assembly was sought whether there is a need for an Association of Rail Engineers at this juncture.  Collectively the assembly approved the need and decided it as urgency.

 

5.0  An ad-hoc committee is nominated by the gathered engineers, till such time elections are conducted, to represent and serve the organization.

7.0  As only few representative could attend from S&T department, the representative vacancies were kept to fill up after due consultation with S&T Engineers.

 

8.0  Formation of ad-hoc Zonal Working Committee was witnessed and sanctified by the veteran Sr.Section Engineers acting as Chair Persons.

 

9.0  Representatives from divisions delivered their opinions and guidelines for function of Engineers’ Association.

 

9.1.                   Sri Akbar Ali Khan, SSE/PW/GT, expressed the current working conditions of Rail Engineers in field, duly quoting example of P.Way Engineers’ work load and conditions of working without having even clerical assistance in maintaining office apart from tedious field work. He narrated the punishments issued to Group C&D categories by administration unilaterally without practical approach and without providing required infrastructure. How existing trade unions are failing in dealing with Engineers was pointed out by him. He stressed the need for an association to deal with the cadre of Rail Engineers and wished a success of the association.

 

9.2.                   Sri R. Satyam, SE/P.Way/RJY, emphasized the need of collective responsibility of each engineer in keeping any association strong to achieve their goals. He requested that all Rail Engineers should think of their future and said that if not now, never the cadre of Rail Engineers can unite and will be the worst ever affected cadre.

 

He told how inferior angle was shown on the cadre even during imparting advanced training programmes those will up grade the knowledge that will be re-utilized to railways. Even during foreign training programs, only Class-I officers are preferred. But, none of the foreign trained Group A officers are taking any responsibility during times of distress and pushing blame on subordinate engineers.

 

10.0    Sri A.Kannan, SSE/P.Way/PCE (OL) and President nominate conveyed his thanks to the gathering for nominating him as Ad-hoc President with a faith to lead the association. Sri Kannan explained the importance of subordinate engineers in the system through a slide show. He also explained the chronological way of growth in pay structure to other non-technical Group C cadres vis-à-vis Rail Engineers. He projected the points  about the APPEAL put forth by the S.O.Engineers to Group A&B officers in the IRICEN WEBSITE General forum to know their opinions and the reply given by Sri CARMULUS, AGM/RVNL/KOLKATTA duly supporting the demands of the Sub ordinate Engineers

 

11.0    At this juncture, draft constitution framed for working of Association was put forth the assembly for approval by Sri K.L.V.S.Viswanadham duly spelling out each head and its relevancy to the working of the association. Gathered engineers accepted the Constitution and authorised the ad-hoc body to enrol the membership for the association. All have accepted the title for the association as “SOUTH CENTRAL RAILWAY ENGINEERS’ ASSOCIATION” and authorised to affiliate the association to “ALL INDIA RAILWAY ENGINEERS’ FEDERATION” to represent the cadre at the nation level.

 

12.0    Following aims were spelled out by Sri K.L.V.S.Viswanadham, General Secretary nominate as the aims of organization.

 

12.1.              Appraise about the injustice done to the cadre of rail Engineers during various pay commissions in pay fixation as well in proper recognition vis-à-vis engineers of other central government and PSUs through AIREF before Railway Board and Railway Ministry.

 

12.2.              Promoting technology transfer among Rail Engineers in various departments of SCR duly utilizing the fast growing technology.

 

12.3.              Represent difficulties faced by Rail Engineers in execution of duties and grievances of Rail Engineers before competent authority and get it redressed in a harmonious way at Division and Zone levels and to represent through AIREF at Nation level.

12.4.              Deriving innovative practices with optimum utilization of available resources and to keep SCR as best Railway among the Indian Railways.

 

12.5.              Inculcation of brotherhood among all Rail Engineers so that the cadre stands united and strong.

 

12.6.              Taking up social responsibilities as humans during distress occasions.

 

12.7.              Making administration to organize periodical development training programs for Rail Engineers to up grade their technical skills and knowledge with progressing technology by innovative methods.

 

13.0    Sri K.Venkata Ramana, SSE/WS/CME (OL)/RN conveyed vote of thanks to all the gathered engineers and conveyed best wishes and success to the organization.
