AAKROSH DHARNA
Dear SCREANs...
It is really high time. Once again Pay Commission is betrayed the Executive Engineers of Group C. It was promised by the Chairman/7 CPC that justification shall be done to Subordinate Engineers of Indian Railways. Compassionately it was told that DoPT recommendations will be implemented subsequent upon the Pay commission report. But, conjoining with the Administration, conveniently Engineers were again cheated. This time, the Railway Administration have barricaded the opportunity of promotion and progression.
In this context, AAKROSH RALLY was organized at New Delhi along with Safety Seminar. Seminar was attended by Hon'ble Minister for Tribal Welfare and several Members of Parliament. Now the heat is up and Hon'ble MR have given directives to reconsider the pay commission recommendations.
Dear Engineers'..... If not now, never we can get our genuine demands fulfilled. SCREA requests all Engineers to participate in the AAKROSH DHARNA being held on 20.01.2016 in front of all Zonal and Division Headquarters as per the call given by AIREF. This definitely yields the result what we are watching for.
1. As many Engineers as possible should participate in the Dharna.
2. Every Engineer should wear a black badge in protest of the Railway Board's anti -engineer attitude.
3. Display placards displaying our genuine demands and also the degradation of pay scales during pay commissions.
4. Display DoPT orders in connection with implementation of Group B Status.
5. Submit memorandum to MR and CRB through GM/DRM of Zone/Division.

The
Corum have met at 15:00 hrs., as per the schedule.
1. In view of the BGC
conducted during the month of September 2015, Division President of
Construction Organization; Division Secretary of Hyderabad Division and
Division Secretary of Secunderabad division posts have become vacant as the
said members were taken to Zonal Body. In view of the above vacancies, Er.
P.V.Ramana, SSE/Works/ ORH/HYB is co-opted as Division Secretary of Hyderabad
division in place of Er. Ravi Naga Shankar, Er. B. Ilayya, SSE/P.Way/EC/SC is
co-opted as Division Secretary of Secunderabad division in place of Er.
G.Kumara Swamy and Er. C.Ramesh is nominated as Division President of
Construction organization.
2. The corum have
pursued the recommendations made by 7th CPC and expressed its deep
dissatisfaction on the recommendations of the 7th CPC since the
technical cadres were once again not given any importance. Though the 7th
CPC recommended for Group B status to all technical engineers, the Railway
administration, with lame excuses and showing the court cases as hurdles denied
career prospects and financial benefits to the technical cadres. In view of
this, South Central Railway Engineers’ Association proposes following
activities before the All India Railway Engineers’ Federation to pressurize the
Railway administration to get justification of demands.
a. Conducting Mass
dharnas infront of all General Managers’ Offices and Divisional Railway
Managers’ offices all over Indian Railways enlightening the injustice done to
Subordinate Engineers. ( Phase-I)
b. Relay Hunger strikes
at Zonal and Divisional Headquarters (Phase-II)
c. Wearing of black
badges continuously till the administration responds on the injustice.
d. Applying mass Casual Leave for one day all
over Indian Railways.
e. Cycle/Motor Cycle
rallies enlightening the injustice made by Railway Administration. (Rallies
will be conducted from one point to other point)
f. Griefing Card Drive addressed to Chairman Railway
Board and Railway Minister.
g. Phone down agitation
on Sundays.
3. SCREA demands AIREF
to accept the above proposals of SCREA and to implement over Indian Railways
and issue notice to the Railway Board accordingly and to appraise the Zonal
Engineers’ Associations accordingly.
4. With the consent of
AIREF, all above activities shall be organized in a grand manner and media
coverage should be given widespread.
5. IRTSA is organizing a
dharna on 27th November 2015 against the anomalies of 7th
CPC wherein injustice to Supervisory Engineers in the form of not granting
Group B status to JEs/SSEs and improper placement of scales is being highlighted.
GS/SCREA will extend support for the dharna through a letter on SCREA’s letter
head for the above two points.
6. It is decided by the
corum that the bank account should be transferred on the names of following
office bearers with condition that out of four members any two members can
operate the account with the consent of other two persons.

WHETHER TECHNICAL DIPLOMA WITH TRAINING IN RAILWAYS EQUALS TO B.TECH?
Dear Engineers',
A letter was drafted and submitted to Railway Board requesting grant of M.Tech Degree to those officers who possess B.Tech after two years of training in IRICEN/Pune since the officers are given rigorous training in various perspectives of Railway system. This training can be equated to two years of course study of M.Tech. It is an applauded suggestion. Meanwhile, similar training is being given to Group C Rail Engineers also before joining the Railway's stream.
Such is the case, One/Two years of training to Group C engineers shall also be equated and considered as B.Tech. Group C Rail Engineers are being trained in various facades of Railways.
Course Material during training: Engineering/Mechanical/Electrical/S&T Codes, Manuals of various kinds and voluminous in nature are mandate. Each Branch contains at least 10 to 12 Manuals each and to be read as Bhagavatgita. In addition, following manuals and Codes are essential to execute their jobs.
1. Establishment Matters - Establishment Code, Establish Manuals Vol-I & II, Establishment Circulars issued from time to time, Worksman Compensation Act, Payment of Wages Act, Hours of Employment and Periods of Rest, Conduct Rules, Pass Rules,
2. Stores Matters-Stores Code, Stores Manual, Stock Verification Manual, Maintenance of DMTR, Ledgers
3. Interface management with various Departments- Obtaining traffic blocks/Power blocks through Operating Department, Preparation of wage bills etc., through Personnel Branch, joint inspections with State Government Departments
4. Safety Matters
5. Discipline and Appeal Matters
6.Maintenance of Railway Assets in accordance with various Codes, Manuals etc.
7. Schedules of Inspections and compliance to those inspections.
The above are only a few to name. During the training, each Engineer is studying more than 40 to 50 subjects and attending an exam at the last. Hence, we feel it is deserved for Diploma Engineers to be granted with B.Tech (Railway Engineering) Degree. At least, if it is not admissible to all Diploma Engineers, for those who put up minimum 15 years of service, shall be granted with B.Tech (Railway Engineering) in respective branches.

ELECTION NOTIFICATION AND BIENNIAL GENERAL COUNCIL MEETING

SCREA's Biennial General Council meeting is proposed to be held on 01st August 2015 i.e., on Saturday from 14:00 Hrs., to 18:00 Hrs., at Rail Kalarang, Bhoiguda, Secunderabad. Also a safety Seminar is proposed from 10:00 Hrs., to 13:00 hrs., on date on the Role of Engineers on the face of introduction of High Speed Trains over Indian Railways and Hon'ble Union Minister for Labour and Employment Sri Bandaru Dattatreyaji has given his consent to be the Chief Guest of the Function. GM,AGM, Principal HODs, HODs and other officers of Headquarters and Divisions are also invited to attend the seminar.
You are all aware that SCREA is committed to generate leaders and as a policy; new office bearers are being elected from enthusiastic Engineers every two years. As such during this BGC, a new body of Office bearers shall be elected.
In this context, it is requested that all interested members of South Central Railway Engineers' Association are requested to participate and to elect the new body for SCREA. It is to state that any engineer working in SC Railway and is a member of SCREA can contest in the Election to the post of any of the Office Bearers. The nomination in the prescribed proforma shall be submitted at least One Hour before the commencement of Election procedure. Nomination form is attached herewith and can be downloaded from the link on the left top of the page under head "useful links to Railway People"
